The aircraft, which departed from Kenitra, carried vehicles and supplies for the Armed Forces of Liberia (AFL). It was the first of two flights scheduled between 19 and 22 October 2026. On the return legs, the same planes are expected to transport approximately 140 Liberian soldiers to Morocco for specialized commando training, according to AFL statements and reporting by local outlets (The New Dawn, FrontPage Africa, The Liberian Investigator).

This operation is not an isolated gesture. It forms part of a military cooperation agreement signed in Rabat on 21 October 2025 by Abdeltif Loudyi, minister-delegate in charge of the National Defense Administration, and Geraldine Janet George, then Liberia’s minister of National Defense. The agreement covers training, exercises, technical assistance, military health, and the exchange of expertise. It also establishes a joint military commission that meets alternately in Rabat and Monrovia.

From the agreement to concrete implementation

The September 2026 visit by Major General Davidson Fayiah Forleh, chief of staff of the AFL, to General of Army Corps Mohammed Berrid (inspector general of the Royal Armed Forces and commander of the Southern Zone) translated the framework into operational commitments. According to the AFL, Morocco agreed to facilitate training for a composite company-sized unit, supply four vehicles (including one command vehicle), and provide training aids and selected equipment. It also offered support for the creation of an air component (through the training of qualified personnel) and places at the Royal College of Higher Military Education. Exchanges in military health (via Mohammed V Military Hospital) and discussions on strengthening the Liberian Coast Guard are also part of the program.

These commitments were made under the royal directives of King Mohammed VI. For an observer, the timing is notable: the deliveries take place almost exactly one year after the agreement was signed, and only days before the 31 October 2026 expiry of the MINURSO mandate.

Why this partnership matters for both sides

Liberia maintains a small professional force of roughly 2,000 active personnel, according to the most recent open-source estimates, rebuilt after the civil wars. The AFL has no operational air capability and is seeking to strengthen its logistics, tactical, and command capacity. Commando training for a company and the arrival of command vehicles address concrete professionalization needs, at a time when the country maintains only a limited contribution to peace operations and faces persistent budgetary constraints.

On the Moroccan side, the operation fits into a long-term policy of South-South military cooperation. The Royal Armed Forces have trained African officers and specialists for decades in their schools and centers. In recent years Rabat has concluded multiple defense cooperation agreements with countries across the continent and has positioned itself as a partner for training and capacity-building, including in connection with broader initiatives such as those conducted with the United States.

Diplomatic stakes at the Security Council

Liberia opened a consulate general in Dakhla on 12 March 2020, in the presence of Nasser Bourita and his counterpart at the time. The country holds a non-permanent seat on the Security Council for 2026-2027 following its election by the General Assembly. In September 2026, Foreign Minister Sara Beysolow Nyanti reaffirmed in Rabat that Monrovia would continue to support Morocco, including during the October discussions on MINURSO. Resolution 2797, adopted at the end of 2025, had already placed Morocco’s autonomy proposal as the basis for UN-led negotiations.

This temporal coincidence invites a cautious geopolitical reading. Liberia’s support for the Moroccan autonomy plan is longstanding and documented; the current military cooperation is part of an already established bilateral relationship. At the same time, the visible strengthening of ties at the precise moment when the Sahara file returns to the Security Council illustrates how Rabat links concrete cooperation with multilateral diplomacy. Algerian and Polisario observers generally see it as an element of Morocco’s strategy to consolidate African support; Moroccan and Liberian authorities present it as technical cooperation responding to the needs of the AFL.
